Harry began his career at Columbia College as an adjunct in 1988 and has continuously worked with the College since then. Until his retirement on September 30, 2013, Harry Cooper served as the Executive Director for the South Carolina Department of Revenue and served as the Interim Director of DOR on three separate occasions. He was formerly General Counsel and Deputy Director for the South Carolina Department of Revenue. During this period he established the CID group for DOR. He assisted in investigation and the litigation of Criminal Cases in addition to directing all civil litigation for the agency.

Harry was also an Assistant Attorney General for the South Carolina Attorney General’s Office. Harry received his J.D. from the University of South Carolina School of Law. After graduation, he worked eight years with the US Treasury Department, three as an agent and five as an attorney. Harry was promoted to the position of Manager over a mixed group of Agents and Attorneys before leaving the Treasury.
Harry has served as Chair of both the Tax Litigation and Criminal Enforcement Sections of the Federation of Tax Administrators. Until his retirement, he served on the Executive Committee and Chaired the Income Section of the Southeastern Association of Tax Administrators. Also until retirement, Harry served on the Taxation of Financial Institutions Committee of the National Tax Association. Harry has also served as Chair of the Internet Gaming Committee for the North American Gaming Regulatory Association.  He also served on the executive board of the Law Enforcement Coordinating Council for South Carolina (LECC) Carolina. Harry has also served as a member of the Board of Examiners for the South Carolina Governor’s Quality Award. Harry is a graduate of the Federal Executive institute.
